PLAY ON any college football dog with 17 or more returning starters from last
season if they are off back-to-back ATS losses, the last a DD spread loss in
which they scored less than 21 points, provided they allow 23.5 or less PPG
on the season, if they are facing a non-conference opponent.

Rationale: 17 returning starters teams respond well in games after failing to the spread in each of their last two games, especially those with good defenses, when facing disinterested non-conference foes.
